Criteria for the Evaluation of Scientific Research Activities (KVVČ abbrev. in Czech) at FEE

With the consent of SC FEE on November 9, 2022 and of AS FEE on December 16, 2022. These criteria enter into force and apply to the evaluation of results and activities from January 1, 2023. Previous results and activities shall be evaluated according to the criteria in force at the time the result or the activity was applied.

Section B – Publications The individual persons shall determine by agreement their shares of the collective result.
If the author's shares are not equal, the author is obliged to substantiate them by a declaration of the co-authors.
The result must adequately state that it originated at FEE - as the author's workplace, if not stated, then stating FEE as the workplace where the result originated.
The points are divided among the authors in the proportion of their author's shares listed in V3S. The author share is divided by the total number of author affiliations listed on the publication and registered in V3S. If the shares of the author's affiliations are not equal, the author is obliged to prove them by an affidavit.
 
B1 A book published by a multinational publishing house in a world language. 250 Requirements for the monograph - at least 500 copies or at least 200 pages, peer review. The world languages are English, Chinese, French, German and Spanish. Meets the requirements of cat. B - monograph
B2 A non-B1 peer-reviewed book, brings new results 60 Requirements for the monograph - at least 200 copies, peer review. Meets the requirements of cat. B - monograph
B5 Chapter in the book Up to 50 A chapter in a book is scored at one-fifth of the number of points for that type of book B1 or B2. Only one chapter in a book shall be assessed. A higher authorial share in a book is assessed as co-authorship of the book. Points according to B1 to B5 can only be claimed in one category and only once per publication. The sum of the points earned by staff from one department cannot exceed the number of points for the whole book. If this should happen according to the previous rules, the score of all authors of this work will be reduced proportionally. The chapter is at least 15 pages long. A conference or similar paper published in book form as a collective work (proceedings) is not considered a chapter according to B5.  
B8 Scientific article in a journal with impact factor 100*IF/M A scientific journal article excerpted by WoS. Meets the requirements of cat. Jimp – article in a journal with impact factor

B11 Article in another journal 1 The journal, published regularly, has an ISSN. Excludes the FEE newsletter and internal company magazines. Articles on social events, meetings, anniversaries, book and programme reviews also count in this category, even if they are published in journals under B8 to B101. An article in a field developing at the FEE, it does not include research and technical reports.  Cannot be simultaneously reported in P2.

B22 Multiple publications 0 Multiple publication refers to the publication of the same work without or with minor modifications in other places or media. An example is a conference proceedings published in book and CD format.  
Section BX – Publication results Points are divided between co-authors according to the procedure outlined in Section B - Publications.  
BX17 Granting of European or international patents (EPO, PCT, USPTO), US or Japanese patents 250 A patent counts once, even if it is granted by more than one patent office. However, 1x BX17 and 1x BX18 can be counted. Meets the requirements of cat. P - patent
BX18 Granted national patent 5 It only counts once, even if it is awarded in multiple states. The US and Japanese patents belong to BX17.  
BX19 Granted utility model 1 It only counts once, even if it is awarded in more than one country. Meets the requirements of cat. F – utility model
BX20 Granted industrial design 1 It only counts once, even if it is awarded in more than one country. Meets the requirements of cat. F - industrial design
BX23 A patent or utility model that is used under a valid license agreement 20+P Sold licenses of patents in the total amount of more than CZK 50,000 owned by CTU.  P for every CZK 5000 received by CTU FEE in a given year from licensing fees, 1 point will be credited, after deduction of application and maintenance costs. Meets the requirements of cat. P - patent

BX99 Published translation of a book publication 10 The translated publication of category B1 or B2 belongs professionally to the disciplines cultivated at FEE or is the result of a FEE grant. The link to FEE must be explicitly stated in the work.  
Section C – External grants and complementary activities   NONE
C1 Grants 0.1 per mille of overhead The evaluation is derived from the funds received for faculty overhead in a given period. Funds transferred to co-investigators (co-grant recipients) are not counted. Points may be divided between the principal investigator and the team's scientific collaborators at the proposal of the principal investigator in cases where FEE is grant recipient or between co-investigators and scientific collaborators of the team, if FEE is a co-recipient. 1 point for every 10,000 CZK.  
C2 Complementary activities 0.2 per mille of the sum of profit and overhead It is calculated from the sum of profit and overhead. Amounts are rounded down to the nearest thousand. This includes net profit and overhead from the sale of software licenses and conferences, if FEE acquires it for use. It shall be counted in the year in which the payment is made to the FEE account. In the case of partial reimbursement, the proportionate part is counted. Points may be divided between the principal investigator and the team's research collaborators at the proposal of the principal investigator. 2 points for every 10,000 CZK.  
Section D – Doctoral students in DSP at FEE Evaluation period year. NONE
D1 Defended dissertation thesis 40 It is credited to the supervisor unless a co-supervisor from FEE is appointed. If appointed, it shall be divided equally between them, unless otherwise agreed in writing by both supervisors.  
D2 Passed SDE 5 It counts to the supervisor (or is split between supervisor and specialist).  
D3 Dissertation thesis submitted during the standard study period 80 It is credited to the supervisors unless a co-supervisor from the FEL is appointed. If appointed, it is divided equally between them, unless otherwise agreed in writing by both supervisors. A successful defence is a condition for crediting. The date of performance is the date of the defence; D1 and D3 cannot be combined.  
Section E – Recognition by the scientific community Evaluation period year NONE

E6 * of the committee of the international scientific society 6 For each year of service. If a society has sub-committees, they are considered "expert bodies" of category E8.
A society can be considered international if it covers at least three countries.

E8 * expert body from faculty level upwards 3 For this purpose, the following bodies are considered expert bodies: scientific councils of universities, ministries, branch councils of accredited doctoral study programmes (except for FEE), committees of the Czech Standards Institute, EU committees, subcommittees of international scientific societies and bodies established by the Dean's decree. Points are not awarded for chairing FEE committees. For each year of service. Committees appointed for a specific period of time, not for a single procedure, are counted (habilitation and nomination committees are not counted, branch boards are counted). This category does not include: management and other bodies of individual grant projects, committees for SDE, SME and SBE.

Competitions with national and international participation count. Awards from competitions in which only professionals from a school or company can participate are not counted. Medals from international trade fairs count as awards in the competition. It counts in the amount proportional to the author's share. It is not possible to report E102 for one achievement at the same time.  
E20 Citation WOS 4/M Citation listed in one of the following WOS citation databases: Science Citation Index Expanded (SCI-EXPANDED), Social Sciences Citation Index (SSCI), Arts & Humanities Citation Index (A&HCI), Conference Proceedings Citation Index- Science (CPCI-S), Conference Proceedings Citation Index- Social Science & Humanities (CPCI-SSH). Time distinction: The paper cited in the time period for which the criteria are calculated (so it does not matter when it was published). Self-citations and indirect self-citations are not counted. It is counted at a rate proportional to the author's share. It is a prerequisite to indicate FEE as the institution where the paper was written or to indicate FEE as the institution of the author.  
E21 Review for a journal excerpted by WoS with set IF 1 It must be documented.  
E22 Visiting Professor 5 Visiting professor physically present at the foreign university for at least three months continuously or three months in a given year. It is counted in the year of termination of the stay.  
E23 Fellow 8 For the award of the distinction by a transnational professional organization. Points shall be awarded in accordance with the procedure set out in Section A.  
E1011 Editorship of a special issue of the journal cat. B8 or book publications cat. B1 3    
E1021 Invited or awarded paper in the conference proceedings 2 It counts as an "extra fee" for the contribution in the proceedings. It must be listed as "invited", "plenary" or "keynote lecture" or "invited lecture" in the conference proceedings or printed conference programme. Lectures at conferences where more than 20% of the presentations are invited are not counted as invited. The award for the best lecture(s) or poster is recognized as an award. It is not possible to report E19 for one event at the same time.  
Section P – Popularisation of science, research and innovation Documentability 1 year from publication. NONE
P1 Popularization lecture 1 Publicly announced, primarily aimed at the general public, number of participants 25+, meets the requirements of Section B adequately (co-authorship, FEE affiliation).  
P2 Popularization article 1 In a printed or electronic periodical popularizing or presenting science at FEL, aimed primarily at the general public, meets the requirements of Section B adequately (FEE affiliation). Cannot be reported simultaneously in B11.  
P3 Media appearance 1 Appearances in the media (national TV, radio) popularizing or presenting science at FEL meets the requirements of Section B adequately (FEE affiliation).  
P4 Award for popularization 5 Award for popularization of science by a scientific or foundation society, organizational unit of the state, agency, etc.  
Section Q – Selected results Points are divided between co-authors according to the procedure outlined in Section B - Publications. NONE
Q3   400 Result assessed in Module 1 of the M17+ methodology with a grade of "1". It is counted in the year the evaluation is published.  
Q4   200 Result assessed in Module 1 of the M17+ methodology with a grade of "2". It is counted in the year the evaluation is published.

In the table, M denotes the median impact factor of journals in a given field. If a journal is classified by WoS in more than one field, the average of the medians of these fields is used as M.

In the table, IF denotes the impact factor of the journal as reported by WoS as of 31 December of the year of publication of the paper.

Meaning of the column "Link to RIV": A category B result is only reported if it also meets definition of types of results, Annex 4 of the "Methodology for Evaluating Research Organisations and Research, Development and Innovation Purpose-tied Aid Programmes", document of the Office of the Government of the Czech Republic No.26822/2017-OMP. The conditions for a given year are those known on 1 January of that year.
