On Monday 14.3.2022 the obligation to wear respirators in most indoor areas, including the premises of FEE CTU, will end. Exceptions are public transport and medical and social facilities, where respirators must still be worn.

The 17th complete version of the Rector's Order No. 21/2020 on reducing the risk of coronavirus infection will enter into force on 31 January.  The obligation to be vaccinated under Para 5 does not apply to the persons they have already had COVID-19, which was confirmed by laboratory tests, the period of obligatory isolation has passed, and no more than 30 days have passed since the positive RT-PCR test to determine the presence of the SARS-CoV-2 virus based on which the isolation was ordered.

With regard to the rapidly spreading "omicron" variant of coronavirus in the Czech Republic, for preventive reasons, all CTU employees are ordered to undergo from 11 January 2022 a rapid antigen test to determine the presence of SARS-CoV-2 virus antigen with a frequency of twice a week with the following testing of the employee no earlier than on the third day after the previous testing.

Dear colleagues,

Following the extraordinary measure of the Ministry of Health of the Czech Republic, the 15th complete version of the Rector’s Order No. 21/2020 was issued, which renews mandatory testing for part of the employees.

In accordance with this order, it is necessary to upload to the CTU application (application description here):

  1. if you are fully vaccinated:

    a certificate of completed vaccination (from ocko.uzis.cz)
    (only if at least 14 days have passed since the last vaccination dose)
    - must be uploaded by November 29, 2021

  2. if you have had COVID-19 in the last 180 days:

    a certificate of illness (from ocko.uzis.cz)
    (only if no more than 180 days have elapsed since the first positive test)
    - must be uploaded by Noveber 29, 2021

  3. in other cases

    after a compulsory test:

    • in the case of a self-test provided by the employer, you will upload the test result (in the same way as in the spring)
    • in the case of a test provided by a healthcare professional, you will upload a certificate of the performed test / proof of the result
      In addition to the test, which you can have performed at any of the collection points (paid or free, only if you meet the conditions of the emergency measure), it is possible to use the CTU test center, which is open every Monday and Thursday from 8 am to 1 pm on the ground floor of the CTU Rectorate, on the left next to the reception of building A, room A-102 (more information at cvut.cz).
      - must be uploaded by November 29, 2021 (the test result must not be older than 7 days) and then every week after that.

The obligation to prove the above does not apply if you work exclusively without contact from any other people or work exclusively at the home office (i.e. the test is performed at the latest before returning from the home office to the workplace).

The distribution of the tests will take place in the same way as in the spring. At the same time, I request that the test site of the CTU Rectorate be used as much as possible.

Thank you for respecting the above measures. You will be notified in time if the mandatory testing is ended.

Dear students and colleagues,

The number of students and staff who have been found to be infected with the coronavirus has been rising at an alarming rate in recent days, even at our faculty. It can be expected that the government's emergency and protective measures will soon be tightened. A strict order to wear respirators during all classes is currently being considered.

It is important to us that contact teaching can continue. Each of us can contribute to this by adhering to the following principles:

  • Washing and disinfecting our hands regularly.
  • Wearing a respirator or nano-veil in all faculty areas, even when teaching.
  • Maintaining safe distancing, even during lectures.
  • Staying home if we do not feel well.
  • In the event of a COVID-19 positive test, we will contact our physician and faculty.

The COVID-19 vaccine has been proven to help - please get vaccinated.

Actions at CTU FEL from 20 September 2021 to 31 December 2021

Entrance to CTU FEL

  1. From Monday, September 20, 2021, employees and students of CTU FEL in Dejvice are allowed free entry to the building. From Wednesday, September 22, 2021, the registered entry with the use of an electronic identification card will take place again. An electronic identification card will enable entering the building on Charles Square from September 20, 2021.
  2. After entering the building, it is necessary to disinfect your hands and wear a respirator or nano mask for the entire stay in CTU buildings, provided that the exceptions referred to in points 1.3-1.4 do not apply.
  3. Employees or students shall be exempt from wearing face masks when they are alone in an office or a laboratory or have a spacing of more than 1,5 m.
  4. An exception to wearing face masks is granted to CTU FEL students who sit behind a desk or are otherwise seated, and teaching staff when providing education.
  5. Visits are allowed at CTU FEL on the condition that the visitor wears a respirator or nano mask, observes a mutual distance of 1.5 m and follow hygienic measures. The employee who is being visited must pick up and accompany the visitor back to the reception area.
  6. The reception has a register of visits. The head of the department is responsible for reporting the visit to the reception.
  7. All people entering CTU FEL premises must meet the conditions defined by the Extraordinary Measure of the Ministry of Interior.

Teaching at CTU FEL

  1. The primary method of teaching at CTU FEL in the 2021/2022 winter semester is full-time, contact teaching for all sizes of lectures, seminaries and laboratories according to the announced schedule.
  2. State final examinations, state doctoral examinations, defences of doctoral theses and doctoral examinations may be held in contact form under the conditions that participants wear masks, observe a distance of 1.5 m and follow hygienic measures.

Working at CTU FEL

  1. The main work is to be done at CTU FEL. It is also possible for employees to work from home. Work from home can be approved by the heads of individual faculty departments, vice-deans and dean.
  2. Events with the participation of guests can be held at the faculty, on the condition that the visitors wear masks, observe a distance of 1.5 m and follow sanitary measures.

The academic year 2021/22 will start at CTU FEE on Monday, September 20, and the teaching will run fully in contact form. At the moment, there are no restrictions for universities to hold contact teaching. Should restrictions change, we will notify you immediately.

The obligation of students, applicants and students to have respiratory protective masks on the premises of the CTU and to carry out hand disinfection upon entry continues.

With regard to the Extraordinary Measure of the Ministry of Health of the Czech Republic dated 8.6.2021, the examiner or the chairman of the State Final Examination Commission may allow the taking off a respiratory protection to all participants in the examination or the State Final Examination if the intervals between individual participants are at least 2 m.

The Dean's directive on reducing the risk of coronavirus infection SD_2021_01 is repealed on 17.5.2021.

The conditions for the entry of employees and students into the CTU FEE facilities are further regulated by the Rector's Order No. 21/2020 to reduce the risk of coronavirus infection - 8th full text and by an Extraordinary Government Order.

Physical presence in the CTU FEE buildings is possible only if employees or students:

  1. They will be able to prove that they have taken an RT-PCR test in the last 7 days for the presence of - the SARS-CoV-2 virus, or 
  2. They will be able to prove that they have taken a POC antigen test in the last 7 days for the presence of the SARS-CoV-2 virus, or
  3. They have taken a preventative test to determine the presence of the SARS-CoV-2 virus provided to them by the employer, And that they test negative; 
  4. They have already had COVID-19, which was confirmed by laboratory tests, the period of isolation in accordance with the extraordinary measure of the Ministry of Health in place has ended, they have no symptoms of COVID-19, and no more than 180 days have passed since the first positive RT-PCR test for the presence of the SARS-CoV-2 virus, or a POC antigen test for the presence of the SARS-CoV-2 virus, or 
  5. They have a certificate issued by the Ministry of Health of the Czech Republic proving that they have received a COVID-19 vaccine, and at least 22 days have passed since the application of the 1st dose of the vaccine but no more than 90 days if no second dose has been applied in the case of a two-dose vaccine in accordance with the Summary of Product Characteristics (hereinafter referred to as the “SPC”), or at least 22 days have passed since the application of the 1st dose of the vaccine in the case of a single-dose vaccine in accordance with the SPC, and the vaccinated person has no symptoms of COVID-19. The facts stated in this paragraph are proved by a certificate issued by the provider of health services (or the Ministry of Health of the Czech Republic).

Proof of the fact according to points 1 to 5 is realized by uploading it to the CTU application (see Evidence of test results for COVID-19). The student proves this fact on request (eg when entering the school, the teacher, or any other person). Entry to the FEE buildings is possible after authorization of the person (by card or chip).

Points 1 to 5 apply to visits and are reported at the gatehouse.

Persons participated in examination are required to keep distance (1,5 m), wear protective masks (respirator, nanotech face mask…) and comply with all hygienic rules.

Instructions for the implementation of the Rector's Order No. 21 2020

These instructions regulate the conditions for the entry of employees and students into the CTU FEE facilities, which result from the Rector's Order No. 21/2020 on reducing the risk of coronavirus infection - 4th full text

From 17 March 2021 until further notice, access to the FEE CTU buildings is limited to the activities necessary to ensure the immediate operation of the faculty, in particular:

• basic operation of buildings, for which the head of TPO, building managers and head of SVTI are responsible,

• urgent technical and construction work,

• ensuring the necessary administrative activities of the dean's office and workplaces,

• providing the necessary training, which cannot be run remotely from home.

The relevant workplace managers are always responsible for the organization and permitting of work in buildings. The incomer (employee, student) is obliged to always authorize himself / herself with the so-called chip or CTU card when entering the building.

Physical presence in the workplace is possible only if the employee or student:

 

  1. demonstrates that he/she has undergone an RT-PCR test for SARS-CoV-2 in the last 7 days (negative, of course), or
  2. demonstrates that he/she has undergone an antigen test in the last 7 days for the presence of SARS-CoV-2 virus antigen and is negative, or
  3. the employee has undergone a preventive test to determine the presence of SARS-CoV-2 virus antigen through a test provided by his/her employer and the result is negative (does not apply to students), or
  4. has undergone laboratory-confirmed COVID-19 disease, the isolation period has expired according to the valid emergency measure of the Ministry of Health of the Czech Republic, there are no symptoms of COVID-19 disease, and since the first positive RT-PCR test for SARS-CoV-2 or POC antigen test the presence of SARS-CoV-2 virus antigen has not elapsed for more than 90 days, or
  5. has a certificate issued by the Ministry of Health of the Czech Republic on vaccination against COVID-19, and at least 14 days have elapsed since the application of the second dose of vaccine in the case of a two-dose schedule according to the SPC. substances in the case of a single dose schedule according to the SPC, at least 14 days have elapsed and the vaccinated person does not show any symptoms of COVID-19. The facts stated in this paragraph are proved by a certificate issued by the provider of health services (or the Ministry of Health of the Czech Republic).

Procedure for testing and distribution of tests to faculty staff:

 

  1. Ing. Chocová is in charge of the coordination of purchases and issuance of tests at the faculty workplace.
  2. The workplaces of the faculty are continuously, based on their requirements, supplied with preventive tests. Tests for the workplace are taken over by a responsible person authorized by the head of the workplace (hereinafter the responsible person of the workplace).
  3. The responsible person of the department fills in the data on the number of submitted tests in the file “Formular_COVID-testy.xls” and saves it in the Alfresco directory: Operational management of the facultyCovid13xxx.
  4. The employee will receive a preventive test (s) at Covid from the responsible person in the workplace.
  5. In the morning, before leaving for the faculty, the employee will perform a preventive test according to the instructions and record the result in the test report in the CTU application (simple instructions for using the application are available on the CTU website).
  6. In case of a positive test result, the employee stays at home, informs the authorized persons of the faculty (Ing. Šmajsová and Ms. Květová, or sekretariat@fel.cvut.cz) and his/her doctor, who will order the confirmation PCR test.
  7. In the case of a negative test result, the employee meets the conditions for admission to the faculty, while the test result is valid for 7 days (see Rector's Order No. 21/2020).
  8. If the employee does not have a preventive test available from the faculty and does not meet the conditions listed above in points A-E., he/she is obliged to agree in advance with his/her workplace on access to the faculty. It is possible to leave a test in his/her name at the faculty gatehouse. In case of a negative result of the preventive test, he will be allowed to enter the faculty. The employee is obliged to immediately record the test result in the CTU application.
  9. Faculty employees working on the basis of an agreement on the performance of work or an agreement on the performance of work can be tested, if necessary, by a preventive test of the faculty as well. The form of employment (DPP or DPČ) must be stated in the note in the application. The costs of obtaining the test are borne by the faculty. The workplace with which the worker has an agreement will equip them with the necessary test.

Information on tests and fulfillment of conditions for entry to the faculty's buildings for employees must be truthfully captured in the CTU application. By filling in false data into the application, the employee assumes the risk of a possible sanction according to the extraordinary measures of the Ministry of Health of the Czech Republic. I do not like to mention this fact, but we must all be aware of all the consequences that we take on by filling in the data into the application.

Due to changes in the government regulations, we have prepared a simple (abbreviated) overview of the important points for you, which will be in force from Monday, March 1.

Restrictions on movement within the district and in Prague (Prague is take as one district, as well as one municipality):

  • It will be possible to leave the place of accommodation, for example for a walk or sport activities, during the day from 5:00 to 21:00, and only within the municipality, not the district.  In Prague this means that it is possible to move around the city, from Prague 6 to Prague 1, for example, but not to leave the district of Prague.
  • It is also possible to leave your accommodation for reasons specified by the government, mainly trips to the doctor, shopping and, in allowed cases, to school.
  • Respiratory protection has been tightened: It is mandatory to wear a surgical mask everywhere in inhabited areas of the municipality.
  • In places where there is a higher concentration of people, a respirator (e.g. FFP2/KN95) is mandatory. This will be the case in shops, indoor establishments, public transport, and at school.
  • People who do not live in the same household should not meet, even outside.
  • Staying in nature is possible only in the territory of the municipality. It is therefore not possible to make a trip within the whole district.  In the case of Prague, because the district of Prague and municipality of Prague are the same, if your accommodations are in Prague you are allowed to visit nature anywhere in the city.
  • There is a restriction of movement between districts (or outside Prague). Simply put, you must have a sworn statement (it can also be written by hand) stating the place, time and purpose of your trip. However, in all cases it must be a trip that falls within the permitted exceptions (medical needs, urgent care for family members, etc.). It is also good to have a confirmation that proves the necessity of the trip (for example, a request from a doctor for an examination, an invitation to the government office, etc.).

Prepare for the fact that the new regulations will be more strictly controlled by the Police of the Czech Republic, which will be assisted in this by the Czech Army. The language skills of these departments are not entirely excellent, so please be patient and cooperative. We don't think that anyone would want to bother you without reason, please remember that these people are just doing their job in these difficult times.

Dear colleagues,

I am writing to you in connection with the latest developments regarding the situation surrounding coronavirus and what this specifically means for teaching at our faculty. As you may have noticed, a new order from the Rector was issued on Friday, November 20, which takes effect today, ie on Monday, November 23. The main message of the new document is that CTU operations will be based on the rules specified in the scale of the Anti-Epidemic System of the Czech Republic (PES). However, individual university faculties have the opportunity to set stricter rules to reflect their needs and priorities optimally.

Although the current epidemiological situation and the overall trend in the number of diseases appear to be somewhat more favorable than in October, the faculty management have decided to continue with the current online teaching regime until the end of this calendar year. The main reason for this measure is that we want you, as employees and students, to be able to plan well in advance how the teaching will take place regardless of what level of PES is currently in place. We are taking into account, among other things, students outside Prague who do not have secured accommodation, and we want to avoid the situation in which they will have to find it overnight.

I believe that you will understand / appreciate our approach and use the time until the end of the year for the most intensive work during study or teaching and its provision. At present, the possibility of individual consultations and laboratory measurements for projects related to final theses applies. Each student arranges an individual consultation with his / her final thesis or project supervisor in advance. If the further development of the epidemiological situation allows it, we would like to start block teaching of practical laboratories after the New Year. We will start planning this step this week.

Teaching in winter semester 2020/2021

As you know, due to the limitations of the epidemiological situation, we switched to distance learning from the beginning of the semester. Unlike the previous semester, we did not have to switch to distance learning "on the go". At that time, the faculty had to react and take a number of necessary measures to ensure the pedagogical process, such as adjusting the time schedule, conditions for advancement to the next year, etc.

In this semester, there is no reason to take similar measures. The faculty monitors the development of the situation and in case of unfavorable development of the pandemic and pedagogical situation it is ready to react immediately.

Students have the opportunity to actively "manage" their studies. By the end of this week (until October 2), students have the opportunity to cancel any course that they think they would not be able to complete succesfully, thus preventing unnecessary one course registration from two possible course registrations. Later cancellation is not allowed. Furthermore, students have the opportunity to use the helpfulness of teachers and agree on, for example, a more suitable teaching time or schedule for checking teaching, etc.

Students should also respond immediately to problems with distance learning, poor contact with the teacher, with inappropriate teaching aids, etc. It is not worth complaining retroactively after the end of the semester that there were situations that hindered the proper process of teaching.

Due to the epidemiological situation and in accordance with the Rector's Order No. 16/2020 On reduction the risk of coronavirus infection, all contact teaching is suspended from 21 September 2020 until further notice and is transferred to a distance form. All information about the form and location of distance learning will always be given for each subject in Moodle or Courseware. On-line distance learning will take place in the time defined by the standard schedule using a communication tool chosen by the teacher.

Information about submitting bachelor and master theses

  1. The May deadline for submitting bachelor and master theses remains the same, i, e, 22nd May, 2020.
  2. We are aware of the fact that many of you will have trouble finishing your thesis in time. The second, summer date for submitting theses is 14th August, 2020. In case you cannot turn in your thesis by 22nd May, 2020, you will have to apply for a second date (14th August 2020) via e-mail to your thesis supervisor before 22nd May, 2020. The supervisor will reply and you will forward your application, together with your supervisor’s statements, to the respective study department officer, who will take care of the necessary steps with you.
  3. After each registration for Bachelor/Master Thesis subjects, it is only possible to allow only one alternative date for submission. To those students who are currently registered for Bachelor/Master Thesis for the second time already, we strongly recommend that you consider applying for a submission date as late as 5th January, 2021.
  4. Bachelor state final examination and defences will be held in two intervals: 8th June – 18th June, 2020, and 31st August – 11th September, 2020 (in case you submit your thesis in May, you will sit for your final state examination in June, submitting your thesis in August will result in final state examination in September).
  5. Master final examination and defences will also be held in two intervals: 8th June – 18th June, 2020, and 31st August – 11th September, 2020 (in case you submit your thesis in May, you will sit for your final state examination in June, submitting your thesis in August will result in final state examination in September).
  6. All of the above applies if direct instruction is resumed on 1st June, 2020 at the latest. Otherwise, these dates are subject to change.

  • This week until March 15, 2020, all teaching is suspended, even in online form. We do not prevent individual non-contact consultations (eg on final works, projects, etc.). Teachers are not allowed to assign assignments to students during this period and individual consultations during this period must not interfere in any way with the conditions for obtaining credits and completing the course.

  • In the week from March 3 to March 22, 2020, online teaching will be tested on faculty-supported platforms.

  • If, as of 23 March 2020, the regular teaching regime has not been fully restored, we will switch to online teaching with all the obligations for the students. These obligations will be defined for each course in Moodle or CourseWare.

Reasons for limitations of classes and a more detailed explanation

Dear colleagues,

We are aware of the fact that many teachers are almost completely ready for online teaching, and many have already put it into practice. On the other hand, many of them have almost nothing and need to work hard on that.

It is very confusing for students (judging by their responses) that online teaching does not run in a uniform and controlled manner. To unify the whole process, we have to give teachers the time to prepare for the situation. Only then, can we jointly start online teaching .

An important reason why we cannot start online teaching immediately, as many would like, is the fact that many students first need to take care of the problems arising from the limitations given. For example, our colleagues have to move out of dorms, get home, make provisions for internet connection, etc. That is why we do not want students to be penalized in any way for not meeting study requirements during this time. We can hardly require anyone to work on homework and submit it, follow on-line lectures, when their thoughts are occupied by many restrictions the “coronavirus“ has put on them.  Time must be given for everything.

However, we do not want to limit those who are ready to teach online straight away. Do communicate with students, but please, bear the issues mentioned above in mind. Give students access to videos, documents and assignments, but please, do NOT insist on meeting requirements until March 23rd, 2020. After that, we will start teaching for real.

Those among you extensively experienced in online teaching, please offer help to your less experienced colleagues. Many of you have already done so, for which we offer thanks.
